Line a 9-inch round cake pan with parchment paper and spray with cooking spray.Combine butter, brown sugar, and white sugar in a large bowl. Beat with a mixer until light and fluffy. Add eggs, one at a time, beating well after each addition. Stir in vanilla. Mix in flour, baking soda, and salt on low speed until just combined. Fold in chocolate chips and rainbow sprinkles.Press cookie dough into an even layer in the prepared pan and top with more chocolate chips and sprinkles, if desired.Bake in the preheated oven until golden, about 25 minutes. Remove from the oven and let cool in the pan for 15 minutes, then transfer to a cooling rack to cool completely, about 30 minutes.Mix frosting and food coloring.
